InDesign vs Photoshop/Illustrator — Exporting JPG at 72ppi

I created a file in InDesign following the specs below. I know InDesign is not ideal for web, but I've never had any issues in the past. 

GIF/JPG/PNG

550px wide

200px-275px height

color needs to be RGB and resolution (PPI) 72

<300kb file weight

 

The file was built to size at 550px x 275px. I exported the file to a JPG at High Quality, Progressive, 72ppi. I dont see anything wrong with the image. But when we get it back from the pub in their eblast, the image is blurry. 

 

Ive tried providing a higher resolution image at 150ppi, which is still well below 300kb and they came back saying it was too large. Ive also saved a high res image and reopened it in Photoshop and saved for web at 72ppi and Ive provided an InDesign PNG. 

 

Do I need to rebuild the file in another program or is there something else I can try? Every file I have saved matches their specs except the one I sent at 150ppi.
