Is it possible to enable highlighting and note taking in epub fixed layout?

I created a textbook with heavy text and imagery in InDesign and published to ePub fixed layout. It is necessary for the book to keep it's formatting since images need to stay with its corresponding text. I noticed that highlighting of text and and adding notes is not possible when viewing in iBooks and Kindle e-readers. Is it possible to enable these functions in a fixed layout epub?

The ability to highlight or to comment is an application feature, not a document feature.

There is nothing you can do, except asking users to use another app.

The strange part is it works in a reflowwble epub but not a fixed layout epub.
