Layered Object States Help

I have 13 different layers and in every layer I have an object state with 5 pictures that you can click through. When I do the epub preview for each layer separately, I'm able to click through with no issue. When I do a preview with all layers, I can only click through one object state. The others show up, but I cannot click through the pictures. Any ideas?

You cannot stack interactive items on top of each other. Create one very large MSO and you should be okay.

So what I’m trying to do is make an interactive map where if you click on
one building, the pictures and text for that area pop up and then go away.
Are you saying I can’t do all of this in different layers?

I'm saying to do it with a single multi state object. Layers and buttons on top of one another will never work.
