Is there a wayyyyyyyyyy to create a link to specific pages in a pdf that has been created through publish online? I want to send out an email that highlights certain stories in a magazzzzzine and link directly to that storyy.

Publish Online generates EPUBs, not PDFs.

You can enable Publish Online so that the user can download a PDF version of the online document - that's what the OP is asking.

Try setting up a link like this in your Publish Online file (from Adobe Help files):
To target an HTML link to a specific page in a PDF file, add #page=[page number] to the end of the link's URL.
For example, this HTML tag opens page 4 of a PDF file named myfile.pdf:
