Loading a video link to InDesign

Am using InDesing 15.1 and the Interactive > media panel is grayed out for the option to "insert video link". Is there something in preferences I need to change or another box I need to check?

Did you have a frame selected first?

I have tried it with a frame selected, with no frame selected, with a link, with embed. And nothing happens. I have done this before but this time it is not working. I have just downloaded the new version of InDesign 15.1. It does not work with the media panel or with pasting a straight embed into the space.

I think I have something that is not set right.
