Does anyone know how to fix the settings to where I can use the rectangle and rectangle frame tool without it adding anchor points by default?
If you're refering to the Bounding Box points that appear when an object gets selected with the Selection tool, try the following:
Select the object with your Selection tool and switch to the the Direct Selection tool instead (the White Arrow).
The Bounding Box points appear any time you select an object with your Selection tool to allow you to easily resize the object by clicking and draging these points.
In Illustrator, you can turn off Bounding Box Points if you'd like. But I've not found

Anchor points create the four right-angle corners that make a rectangle, so no.
Now what is it you are trying to do? If you can explain the what you are trying to accomplish, perhaps we can give you a hand.
