is it possible to use the master pages from InDesign 2017 in InDesign 2021?

Yes. That simple.

 

And after you opened the CC 2017 document "A" in 2021 and saved the document to a new name "B" with Save As you could load all the masters from "B" to other documents from InDesign 2021.

 

Note: If you load masters you cannot load just one single master spread. You have always to load all. So make sure that the naming is clear from the start so that you can easily remove masters you do not need.
