Multi-level list option cannot be activated

I am trying to create a paragraph style that includes multi-level bulleted lists. I have been able to do this countless times and never had a problem. notice that list is grayed out so I can't select to change it and can't change the level drop down either. I'm signed in to creative cloud Anybody know why? Thanks! (I hope)

As far as I know, using Levels in multi-level lists is for numbered lists, not for bulleted lists.

Steve is correct. Multi-level lists are for autonumbered paragraphs. For bullets, just define multiple styles, based on the previous level, change the bullet character and increase the indent.
