Pages Panel Malfunction

I'm using InDesign 15.0.03. I had to delete my preferences to correct another issue and since doing that, my cursor will not work in the pages panel. I cannot grab and drag a master page down to create a new page, nor can I move pages around even with the "allow to shuffle" unchecked. I have deleted the preferences again, tried multiple documents, restarted InDesign, restarted Windows explorer and made sure everything is up to date. Very frustrating! Any help is appreciated.

I think the path to the caches folder on Windows is:

 C:\Users\~UserName\AppData\Local\Adobe\InDesign\Version [#]

 

On OSX it is:

/Users/username/Library/Caches/Adobe InDesign/Version #

 

UI problems usually are from corrupted caches

Try trashing the cache once and see if it helps

Does the problem happen with a new document? Could you clarify which folder did you trashed to clear your cache?

It did happen with a new document, but I think I have it solved! I trashed the cache by holding down Ctrl-Alt-Shift on startup. I checked again with existing doc and with new doc, even a different existing doc and the problem persisted. Then I noticed it happening with graphics and text boxes, too (this was new). So I started the process again. 

I trashed the prefs, restarted Windows Explorer and finally restarted the machine completely. This finally worked!
