Paragraph Rules

For some reason the button below Customize Control Panel (Top right corner.) will not open. Therefore I cannot get to Paragraph Rules.  I know I can change the rules in Paragraph Style but I only want it change in one place.  Any thoughts?

Reset InDesign Preferences could work, but it will also wipe out any custom settings. In case the problem is just in this one document, you could first try saving the file as IDML to clear any minor corruption.
