Paragraph rules

Hello! Is there any way to apply the fixed spacing to Paragraph Rules? For instance, instead of having multiple lines spaced at 5mm between each line, I'd like to use Paragraph rules having each line spaced at 5mm. However, after trying with the text size and the leading as well as the baseline shift, I'm unsure how to set it exactly as 5mm. Please help!!

Hi Channers:

I did it by defining a baseline grid that increments every 5 mm (14.173 pt) and a paragraph style with the leading set to 5 mm (14.173 pt), all lines aligned to grid, paragraph rule below with 0 offset.
