Partial dotted border

Can you make only 1 side of a border dotted, keeping the other 3 sides in a solid line?

yes, make a table with 1 row and 1 column, apply you stroke styles to the cells as you want them, make a cell style out of it.

Jonathan's solution is a good one. If the line is above or below the text, you could also use Paragraph Rules, which might be a little easier, and can be made into a Paragraph Style.

I want the line in the middle to be dotted but the rest should remain solid
