PDF comments in InDesign

I've been having a lot of issues with PDF comments in InDesign lately. Many comments are unmapped or missing entirely. Attached is an example of the errors I'm getting. I'd really like to figure out why this is happening now. It wasn't a big issue in the past. Thanks in advance!

One reason: it depends upon which type of comment was placed into the PDF. If it's a generic editing mark (Underline text, Strikethrough text, Add note to Remove and Replace text, Insert text) ...

then they should import with few problems.

 

But the other commenting tags (Sticky notes, Highlighter, etc.) are dicey. Sometimes they come in, other times they don't.

 

Truthfully, I don't understand what causes the inconsistencies. Is it something in InDesign?
