PDF comments -- some show, some don't - what could be the difference?

After importing PDF comments into an InDesign document, it is great to be able to go through the InD comment list and click the "accept" option or otherwise be able to clearly spot editing that needs to be done manually, thanks to the various blue and red editing marks that come in with the PDF comments (which one can see in a guides-visible view).

 

But occasionally, some of the imported edits don't come in with editing marks, nor do they have the "accept" option, but rather, there is a "resolve" option. This happens even though the edits are coming from the same PDF and have been indicated in exactly the same way.

 

I can see having a "resolve" option (instead of an "accept") for the occasional nonstandard edit. But why does this happen for an edit that is no different from others that were made in the PDF in the same way and which come in properly, with editing marks and an "accept" button? Why is this an inconsistent function?

 

Does anyone else have this problem or know if there's anything one can do about it?
