When I open a file and make changes to it and put back on my server then someone else tries to open the file it says it is a READ ONLY file. If I shut my computer down it makes the file writeable. why is it doing that.

InDesign generates an .lck file when a file is opened, and this keeps another user from opening that file while you have it open. When you close the file properly (i.e., don't crash) the file is deleted and others now have full access to the file.
Is the .lck file still in the same folder as the .indd file after you close it? What operating system are you using?
