Witam wszystkich, gdzie w InDesign CC 2017 jest panel scalania danych, we wcześniejszych wersjach był w menu Okno, a teraz nie ma
if you are talking about this panel - in CC2017 it's where it was all the time (if you use non-English version, it's might be a reason why you can't find it)

Witam jeszcze raz,
Dlaczego po imporcie danych (.txt plik) wszystko działa tylko nie przyjmuje mi pierwszego wiersza z pliku txt?

I'm not sure, but I think it treats the first line as a header for the data table.
For example:
First Name,Last Name,Age,Phone;
John,Doe,26,111222333;
John,Smith,23,888999777;
....
UPD: Data Import is for importing data TABLES, not txt files... so read about .csf file format (comma separated values)

What's worse, I want to do the same again in a new file, and InDesign does not import the same database (I used all possible options). Why does not work?

try to read this https://pagination.com/tutorials/data-merge-indesign/
1) you import data source
2) create template (one page or spread) using source placeholders
3) click "create merged document"
4) merged document will be created in a new tab/document - if everything is ok - you can save it, if not - close merged document and return back to template

most likely you are doing something wrong because you don't have to manually import data from the same source more than once...
once again:
1. open new blank document
2. import data source file
3. on the actual page â„–1 (not master page) create [single-page] template with placeholders from the data source
4. click "create merged document"
5. new document will be created with data filled to your template - one data row per page

And so I did. But that can not be repeated, or nothing happens, or there is a message: YOU CAN NOT OPEN THE SOURCE OF DATA. CHECK IF THE FILE IS EXISTING AND YOU HAVE RIGHT TO OPEN. NEXT RECEIVE SELECT COMMAND SELECT DATA SOURCE. This is a message when opening the same file - the first time it goes wrong and the second one is not
