Yes, there is a solution: Add a new layer using the Layers panel.
Move your shapes to that layer. Keep the layer on top of your stack of layers.

The layers itself are visible document wide.
However: Only objects on the active spread are visible in the Layers panel.
That means: You have to go to your master spread to move your objects on the master from layer to layer.
And you could add the layer wherever you are in your document.
When you see into objects on a distinct layer:
Objects on a master are always in the background compared to objects on document pages.
