Single text frame master page ineffective

Possibly a trivial question: why when one creates a master page with a single text frame inside it stretching from margin to margin does not carry over when applying such master to an existing document page? 

If I had to self-diagnose this I would gather that when a master page is made up of just a single empty text frame, it gets ignored. Is this correct?

It stays alive, you don't see the borders of this text frame. Just r.click with CTRL+SHIFT and you will see that text frame is here and you are up him from the master-page.
