Stuttering, can't draw text box the size I want

I've been having a lot of trouble with InDesign on two computers (Windows 10). It's really slow and my mouse stutters constantly. When I try to draw a text box, InDesign acts like I've released the mouse before I do. I can rarely draw a text box that's the size I want it.

Can someone please help me? I'm not very experienced with InDesign. Thanks!

Is it the same document on both computers?

Or any document - old or new?

One standard troubleshooting step is to rebuild InDesign preferences: https://creativepro.com/rebuilding-indesign-preferences/
