T shortcut to text flashes and then switches back to Selection tool

Hello,

I am working in Indesign 15.1.2 2020. It is completely up to date but I've been having this problem since before the last time I updated. 

 

I open a new file and type T for text shortcut and it works. If I save and close the file then open it again later then type T it flashes to the text tool and then back to the Selection tool. I can only use the Text tool by clicking on it in the control panel. How do I get the shortcut T to work again?

 

Please help, thank you!

I'd try restoring your preferences. That's a standard troubleshooting method:
