Table header in InDesign is repeating unexpectedly

Hi,

 

Please see attached screenshot. I can not figure out why this entire set of rows in this table is repeating. Not just the header, but the 4 rows below as well. Any ideas? Thank you!

select this rows > right click > convert headers to body rows

Hi Dave,

it seems that another table row also is repeated: "Additional Requirements".

In the end, I think that there should be no table header row at all.

The paragraph with "Program Requirements" is not part of the table.
