If you ask me, the solution to your problem is as close as your nearest magazine rack. Followed by a call to your preferred printing vendor.

 

Go through your nearest magazine rack and see what you like ... and don't like ... about existing publications. Buy the magazines containing designs you like, then take them home and study what you like about them. Then call your print rep and get your reproduction requirements for producing your community magazine. If you do both these steps, honestly an

Take a look to get design ideas and inspiration, or download a template to get started. Here's a specifically-designed neighborhood association newsletter that might work.
