If I just want to make text changes in a graphic created via In Design, do I need inDesign or will In copy work?

If it's something like paths created with the Pen tool, or Shape tools (Rectangle, Elllipse) then you'd need InDesign.   InCopy can only deal with text.

What do yo mean a graphic created in InDesign? 

Is it an InDesign file? Or was it saved as another format?
