Update an Image in InDesign

Is anyone else having an issue with "Update Link" in InDesign?  It keeps saying "This file is already open by another user or another application. This file may be stored on a network server and cannot be opened until the other user closes it."  Which isn't the case because the image is on my desktop.  I have to restart my computer every time I make a change to my images.

I just uninstalled InDesign and did a fresh install.  That fixed it.

It's happening to all of them.  I opened a completely different file to test.  When I update my image the "Update Link" icon is grayed out.  It won't let me even click on it.  I have to click on "Relink" and that's when the message comes up that the file is being used by another user.  I'm not even on a shared drive.  This is from my desktop.  I have to restart my Mac everytime I want to update an image.

Now I'm trying to import that revised image into InDesign and I'm getting that message.  A fresh import, not a relink or update link.
