What is the deal with the two borders/selects on images?

Hi,

 

I use InDesign every now and then for projects, but I am alsways stumped on the double selection boxes on images. Why is there two frames? If Ijust want to resize an image, what is the best way to do this?

 

Do I click the circle in the center of the image, resize it and then resize the frame around it?

 

Any advice would be great, thanks!

Placed graphics always include a parent container frame, which you can use to crop the image. Here is the helpx on selecting images and parent frames:
