Hi
I am doing a document on a black background with white text.
before I print, I export to PDF.
On the PDF the background is black as per the document.
when I print, the background is black but there is a white border around the page .
how do I get rid of this?

If your printer is not capable of "borderless" printing, your pages will always have an un-printable margin.
Printing to the edge of the page is called "bleed". To achieve it on a letter-size page, for instance, you'd have to use a printer capable of borderless printing, or, extend that black color beyond the edges of your pages, then print on a sheet larger than letter size and trim it down to letter size.
