Did you move. them from within Lightroom, or outside of Lightroom?

Same problem for me on Win10 / Lr Classic 8.4.  It's easy to reproduce -

1) Open folder A in the Folders panel
2) Move 3 files from folder A to folder B
3) Wait for the moves to complete and then open folder B in the Folders panel
4) Select the 3 files that were just moved, right-click on them & choose Photo Merge --> Panorama
5) Nothing happens.  The merge process never starts.
6) In the menus, click Photo --> Photo Merge --> Panorama
7) Nothing happens

Some additional data points beyond the basic steps to reproduce -

- If you continue to move the files to any folder other than their original and try to merge them from there, the merge process doesn't start.

- If you select the images that were just moved plus an additional image that was already in the folder, the merge process starts normally IF the existing image is the most selected one.  If any of the newly moved images are the most selected image, the merge process doesn't start.

- If you move the files back to their original folder and try to merge them from there, the merge process starts normally.

- If the images are in a collection, you can successfully merge from the collection view, regardless of the file moves.  Subsequent attempts to merge from the Folders panel appear to work after the first successful merge from the Collections panel.

- Restarting Lr fixes all of it until the next time you move files.

Yeah, I can duplicate this with Tom's steps. Note HDRs will also fail in this scenario. I will log a bug for it. Thanks!
