lightroom classic cc 8.2 (build 1204643) on windows 10

1) enable color label toolbar both in grid and loupe view.
2) choose a folder with multiple photos
3) from grid view add a color label to a photo
4) press enter (or E or double click) on the labelled file

in loupe view the previously labelled file has no label selected

5) still in loupe view, press arrow right to select the next file and then the arrow left to return to the previous file

the labelled file now is shown labelled in luope view too

6) press G to return to grid view
7) remove the color label
8) press enter (or E or double click) on this file

in loupe view the file is still shown as labelled

9) press arrow right/left (one or more times)

all the pictures are shown as labelled (even if they are not)

On my system all color labeled images show the label no matter what view or module you are in.

So it is something specific to your system. Try resetting the LR preferences.

have you followed the steps above?
on my lightroom classic if i add a color label and then restart the software, the label is correctly shown (both in grid and loupe view) but if i do what i wrote above the problems occur.

Following your steps, I get to here:

4) press enter (or E or double click) on the labelled file

in loupe view the previously labelled file has no label selected

On my test system the previously labeled file does have a label selected.

Have you restarted Lightroom? Your computer? Reset preferences?

I can replicate the behavior on my laptop & desktop with both star ratings & color labels, but only when setting them via mouse click.  If I use the keyboard shortcuts to set the star rating and/or color labels, Lr displays the correct information when moving between the views.  The OP also only mentions grid & loupe views, but the issue exists in survey too.

Seems to me this is an old bug that's either come back or was never killed off, but I can't find a post on it, so maybe I'm just making that up in my head.  Either way, it appears the bottom toolbar state for the star & color labels isn't getting refreshed properly when setting via mouse click and then switching to another view.

In Grid view, set 3 star rating & blue color label using mouse click in toolbar.  Thumbnail, toolbar & filmstrip are all consistent.

Go to Loupe view.  Filmstrip is correct.  Toolbar is not updated.

Go to Survey view.  Main image area and filmstrip are correct.  Toolbar is not updated.

I can make it break just using a couple clicks with the mouse using the TOOLBAR

In grid view click the toolbar icon to make the label RED

Click the toolbar icon to switch to loupe view

The toolbar icon is no longer labeled red although if you hit the left than right arrow it turns to label red.

Yeah, that is why I didn't repro. I can't ever remember clicking to set the label. I always use the # shortcuts for color labels. It looks like the filters, attribute bar and grid cells are all working - just this tool bar indicator?

This should be high priority as the toolbar label indication being correct is pretty important when culling photos using loupe view.
