I am not sure I understand the problem. You checked the option to not import suspected duplicates, and now you complain that Lightroom is not importing duplicates?
Try resetting your LR Preferences file as outlined at the below link. I suggest moving the Preferences file to the desktop so you can restore it if of no help. Restart LR and it will build a new Preferences file with default settings. See if the issue is fixed.
Do you Rename the photos when you import them? It's ESSENTIAL, but after looking at your imported shots I see you don't. Once the camera runs out of filenames (at 99,999), it will go back to 0001 (or whatever), which you will already HAVE in your catalog, and now it will have 2 images with the same name (not good!) Try "Clientname2020-1" of some variation like "Shootname2020-1".
Could this be why? I never have this problem, because I always reformat cards after a shoot, so it's always New Images.
As you can see (well it’s not that clear, granted) the filenames are identical : DSC05920.ARW for the first one, for example.
And I don’t think having the same file name will ben an issue, as Insuppose LR is also looking at exifs to find out if images are similar. There would be way too much false positives without checking images. I’m sure there are hundreds of “Image001.dng” or similar standard names in many libraries 😉
Formatting cards doesn’t change a thing regarding file names, though... it shouldn’t have any impact at all. (I’m not saying it’s not a good habit, though! I frequently do the same. In my particular case, the images already imported were from mobile, but I couldn’t import everything on mobile)
I am not having this problem with Lr 9.1 on Windows 10.
I never rename my files on import nor any other time and have 16 years of images stored in folders by year. I reset my filename numbering in my camera at the beginning of each year (I don't take thousands of photos a year), so my catalogue has many identical filenames in it without any issues.
There is more to identifying a suspected duplicate image than the filename, such as Exif data, file dates, file sizes.
I notice in the Destination section you do not have anything checked as to Where you want LR to Copy those images to. Have you tried selecting a location in the Destination section?
@Just Shot Me: It's because the target drive is collapsed. I have the habit to choose the import location by "Import to this folder" rather than in the import dialog 😉
Imported through sync how long ago? There were some changes in this regard a little while ago. It also missed Import from Catalog photos for years too, but that's fixed.

After watching your video, I've tested Win 10, Mac 10.14.6 and Mac 10.15.3 and the results are the same in each case. Images are grayed-out and will not import without disabling the "Don't import suspected duplicates' option.
I've also used two separate Adobe ID's on two different iPads. The results are the same.
I've also tried selecting the card in the Devices section instead of the Files section (as shown in your video) and it does not change the results.
I am sorry but I cannot acknowledge this as a bug at this time.
So far, in the two months since this was first reported, this is the sole report I've seen. I cannot reproduce it with your steps on multiple machines/OS's/devices and Adobe ID's. The video was a nice confirmation that we are attempting the same steps. Thank you for sending it.
As always, I would be happy to revisit this if you have new information. As of now the status of this report remains "No Status"
Are you kidding? What do you want more? Tell me, what? After two months, yes, because there was ZERO answer to the problem. If I hadn’t pushed for it, it’s status would still be parked. Do you keep stats on the number of unsolved bugs or what?
Does it work as expected? NO! And until solved, you should treat this as a bug and not the opposite. I’m sick of paying for such a crappy service! And now you’re basically telling me it’s not an issue ?
There is no offline sync, which has been requested for AGES! And now this bug basically prevents of sorting synced images from images to import. But do you care? Apparently, Adobe doesn’t give a dime about suggestions, bugs or even customers. Do they ?

Rikk did more testing than me but for what it's worth, I couldn't replicate the behavior either. That's not to say you're not experiencing it. Just that I can't replicate it.

Half the problems on this forum have nothing to do with "Adobe has screwed up", it's "your OS is messed up" and that's why it doesn't work. Get an IT GUY! Then you can talk about Adobe.
