This bug has been outstanding for many years.  Workarounds:

1. Set Preferences > Interface > Font Size to Automatic and the Windows Display Settings > Scale And Layout to 100%.   Dragging photos to the map and the Develop eye dropper then become accurate for most people. But if the fonts are now too small, adjust the Windows Display Settings scaling, not the font size in LR.  (That works for some but not all people.)

2. Instead of dragging to the map, right-click the map location and do

I have a brand new Acer Aspire V Nitro with a 4K display (3840 x 2160).
I did some more testing and found out that only the initial dropping is not working (that means: the dropped photo is positioned somewhere else). But it is possible to move the photo afterwards to the correct position (unfortunately that has to be done photo by photo as it does not work for several photos at the same time).
Additional Remark:
when dropping a photo on the map the registered position is always more to the right and more down

I did some more testing with different font sizes for the working area (Setting in Lightroom):
mittel -> photos are positioned at the wrong spot (huge difference)
gross 150% -> photos are positioned at the wrong spot (big difference)
grösser 200% -> photos are positioned at the wrong spot (small difference)
grösste 250% -> photos are positioned correctly!!!!!

That means: it has definitely something to do with the font size

When I drag photos to a map location they do not end up where I drop them. On the screen, the flag ends up higher and to the left of where the cursor is. Trial & error lets me get close by going lower & to the right. After several days of trying different things, I was able to isolate a link. In preferences /interface, there is no map problem when the font size is set to automatic, small . or medium. When set on large however the map problem returns.
I have twin Dell 27" monitors with the resolution at 2560 X 1440. I really need the font set to large to comfortably read the text.
So I can have either comfortably sized text or a properly functioning map.
Any ideas on how to have both?

This happens to me too:

- LR CC 2015.8 / Windows 10
- Preferences > Interface > Font Size: Large - 150%
- 2560 x 1440 display
-  LR running full screen
- Windows DPI scaling is 100%

Note Andreas' partial workaround: "It is possible to move the photo afterwards to the correct position (unfortunately that has to be done photo by photo as it does not work for several photos at the same time)."

that will have to work for now - drop them - reposition them - one at a time - works but awkward & slow - let's hope there is a fix soon.
Thanks for the comments.

This old bug has still not been solved!!! (with latest version 6.10.1)
the only way is to avoid this error: change the font size to Autom.(Standard), restart Lightroom, position the photos within the map, and finally set back the font size to the value desired.

Workaround (works for me, on a 4K LG screen):

Do not position photos with drag and drop. Instead, choose either of the two other methods outlined in the official user guide:
https://helpx.adobe.com/lightroom/help/maps-module.html#work_with_photos_and_gps_data

To add GPS coordinates to photos (and add the photos to the map), do any of the following:
  • Drag photos from the Filmstrip and drop them onto the map.
  • Select one or more photos in the Filmstrip and Ctrl-click (Windows) or Command-click (Mac OS) the map location.
  • Select one or more photos in the Filmstrip and right-click (Windows) or Control-click (Mac OS) the map location and choose 'Add GPS Location To Selected Photos.'
Both methods will position the photos exactly where you clicked, without the offset.

LR 6.10, When dragging a photo onto the map in map module the pointer ends up moving a few screen-inches to the northwest. The GPS coordinates are also wrong. Widows 10 64 bit NIVIDIA Graphics, 16 gig memory. This started at LR version 6.8

I have the same problem.  I first discovered the problem in LR7 but at the same time, I did the upgrade I also changed my font size to Large.  Resetting font size to medium causes the problem to go away.  So either I have a working map OR a screen I can see.  😞  I can confirm that the ctrl-click workaround works.

More info about my problem can be found here:  https://forums.adobe.com/message/9996700#9996700

I am running Windows 10, multi-monitor set-up.  Main monitor resolution is 1920x1200

and here's a couple of screen grabs to show the problem:

The most useful comment online, thanks a lot. Correct placement at 250%. It is worrying though, that it is still a problem after 3 years...
