P: Wrong behavior of Shift+T while in Graduated and Radial Filter

Shift+T should toggle between brush and edit mode. However, it does the same as T, it shows/hides the toolbar.

I can confirm an issue with Shift+T too.  On macOS 10.15.7 and Lr10.1 with both the Gradient and Radial, the KBSC Shift+T does NOT activate/deactivate the toolbar but it does produce an annoying BEEP which is a different manifestation of this bug. Not as severe but annoying.

I could reproduce it on Windows 10 with LrC 10.1 but it did activate the brush as well as toggle the Toolbar. Is that what you are seeing as well?

I could not reproduce it on Mac Big Sur with LrC 10.1
