P: Transforms center point icon doesn't snap correctly and is offset

... so it looks like in transform (CTRL-T) the movable center point with that crosshair icon doesn't snap correctly to the positions of the outer corner- and midpoint-handles.

Please investigate.

Seen in PS CC2019 (oct), Windows8, German.
