Windows 10, or Windows 11?

Are you talking about encryption?

What tool/method is in use?Perhaps Bitlocker?

I think you should try to access your protected hard drive in the Windows Explorer first. you should aked to enter a code/password to unlock. After that Lightroom should have access to thiss drive.
