Try resetting your Lightroom preferences:

Quit Lightroom Classic.
macOS: Press and hold the Shift + Option keys.
Windows: Press and hold the Shift + Alt keys.
While holding down the keys, launch Lightroom Classic.
When asked, select "Yes".

The program does not open the splash screen opens and then the dialog to open a catalog and it hangs there.

I tried that and I follow the path and the there is no/Library/Preferences/

Your Mac has two Library folders. Make sure the one needed isn't hidden as outlined.

Okay finally found the preference file deleted it and restarted computer. Lightroom is still doing the same thing

You could try running the Creative Cloud Cleaner Tool to remove all traces of LR before reinstalling it (yet again): https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html
Try logging into another Mac user account (you should make a new one); still crashing?
Try starting up in Safe mode (hold down Shift Key when booting*), still crashing?
You might want to try running a free utility like Onyx: still crashing?

I can not get into the program it hangs at catalog selection

Uninstalling from the Creative Cloud app and reinstalling may help if using Methos 2 from @thedigitaldogs's lonk doesn't work.
