Best easiest program to change low res photos to high res

Hi have some  low res photos that I need to bump up for a premiere pro video.  i'm a novice with photoshop and lightroom classic.  Which one is easier to convert photos?  Thanks!

First, don't expect miracles making data out of thin air or like you see on TV.
