Hi guys,
When I open Brush it automatically adjusts Black to +60.
Any ideas?

The last settings used are remembered (sticky) after closing the Adjustment Brush panel. You can reset all the settings back to 0 by double-clicking on the word 'Effect' at the top of the Adjustmnet Brush panel.

This is probably your latest take. If you scroll all the way down in the brush settings, you can mark an option that will reset everything automatically for the next session. – oh sorry, that was the description for ACR

If you select the Brush tool (or any other local adjustment tool) and then immediately click in the image to say where you want your adjustment to be, this starts a fresh local "pin". That starts out with a copy of your current default for each adjustment slider.
Changing a slider while a particular local adjustment instance is active, only updates this particular instance's own copy of that setting.
But if you select the Brush tool (or any other local adjustment tool) but do NOT YET click on the image: you can see these defaults. And in this state - with no "pin" active - changing the sliders updates the defaults. So those will be seen in the next fresh "pin" that you place, and the one after that, until changed further.

I checked LR 5.1 and it behaves the same so pretty sure that's always been the case. You can add a request (Idea) at the Photoshop Family forum to change the behavior at the below link.
