Version parity no. Making “Edit in Photoshop” not compatible for Camera Raw.

Even if you download and install Camera Raw 12.4, it will have no effect on your Lightroom whatsoever. So, compatible is the wrong question. Will it help? Not a bit.

Always a good idea to state the real goal, rather than what you think is a step in the process. Knowing the goal, yes there are ways to get these photos into some older version of Lightroom. Use the Adobe DNG converter program, version 12.4 or later. https://helpx.adobe.com/camera-raw/using/adobe-dng-converter.html

My goal was to continue to work only with Lightroom, and I had hoped to save the intermediate step with DNG-Conwerter.
But this seems to be a necessary step

Again, IF you wish to use the round trip processing or raws from LR to Photoshop and back, Camera Raw has to be on version parity with LR. Camera Raw does this part of the processing. You can still do this and have LR render those raws but you'll see a warning that the two are not on version parity.
Of course, if you don't use this workflow, that disconnect is moot.
