Can't move Lightroom catalog

I am trying to move my Lightroom catalog from my hard drive to a new SSD hard drive on my computer.  When I try to open it in the new location, I get an error that reads "This catalog could not be open due to an unexpected error."  Any idea what I am doing wrong?

Does the folder that contains the catalog have both read and write permission?

What operating system and version of Lightroom?  Did you recently upgrade to Win10? If so: Error: 'Unexpected error opening catalog' occurs in Lightroom after Windows 10 upgrade.

I am using Windows 10 and Lightroom CC.  I will try to change my permissions and see if that works.  Stay tuned.
