Cannot import a single photo into Lightroom Classic

I am trying to import a single photo on my desktop into Lightroom Classic. On the left under desktop it shows every folder but none of the single photos. I have opened system preferences-privacy and have given it access to everything but sill individual photos do not show. Why??

Show us a screen capture of the ENTIRE Import Dialog Box when this happens. Use the "Insert Photos" icon to include your screen capture in your reply. Do NOT attach files.
