Clone stamp tool not pasting in Lightroom Classic

In Lightroom Classic, neither clone stamp tool nor Heal will paste over the problem area. I upgraded to 13.2, no change. Running Macbook Pro Sonoma 14.2.1.

I tried Lightroom, and (after figuring out how to do it there) it seems to work.

This is a fresh RAW image, no masks.

Check the tool Opacity settings. If it is (close to) zero, then this is as expected. Set in to 100.
