Clone tool acting like content aware fill

When I try to use the clone tool to remove part of someone's foot with the clone tool it acts like the content aware fill tool instead. Doesn't do the bubble so I can select the area for it to clone. I'm using windows 10 Home and have Lightroom Classic 12.3.

Try resetting LR's preferences:

LR sometimes soils its preferences file, and resetting it can fix all sorts of wonky behavior. That article explains how to restore the old preferences if resetting doesn't help.
