First steps for narrowing down the issue and finding a solution:
1. Post a full-resolution screenshot of the Import window right before you click Import, showing all the import settings.
2. Make a folder on your Desktop and place a few new photos in it (photos that aren't in your catalog). Make sure there are no videos in that folder. Do those photos import correctly when you use the Import Add option? When you use the Import Copy option?
3. Make a new test catalog on your Desktop. Try the same experiment as in step 2, importing a few new photos from the test folder with the Add and then with the Copy options.

"When the import process starts, everything stops."
In addition to steps 2 and 3 above, when you say "everything stops", do you mean:
- the Import just stops making further progress, but you can otherwise continue using the LR program.
- or the entire LR program stops responding, and you can't do anything with it.

Just yesterday, someone else with similar symptoms was able to correct the problem by resetting LR's preferences:

LR sometimes soils its preferences file, and resetting it can fix all sorts of wonky behavior. That article explains how to restore the old preferences if resetting doesn't help.
