Yes, that is correct. You can select images in a collection and then drag & drop these onto a folder in the folder panel. What happens in that case is that the images are moved from their current folder(s) to the folder you dragged them to. They will remain in the collection.

That won't be possible. Folders in Lightroom iPad are not like folders on your computer, they are like collection sets in Lightroom Classic. That means that an image can be in multiple folders on your iPad, but an image can only be in one folder on your computer. Collection sets do not sync, but there is an existing request for that.

"What I don't understand is, how can an image be in multiple folders?"
Folders on the iPad are not really folders. Like I already said, they are the same as collection sets in Lightroom Classic. Because collections in Lightroom Classic are the same as albums in Lightroom iPad, maybe Adobe should not have called them 'folders' but 'album sets'. An image can be in multiple albums, so that means it can also be in multiple album sets.

No, you do not understand that correctly. Collections and folders are two different things. A folder on your computer is a location where physical files are stored. That means that a file can only be in one folder. Just like you cannot be in two places at the same time. A collection is like a membership list. You can be a member of several clubs and societies, so you can be in multiple membership lists. For images that means that an image can only be in one folder, but in many collections. It also means that you cannot 'move an image from a collection to a folder'. That would be the same as saying 'I walked from the footbal club membership list to a restaurant'. Of course you can walk to a restaurant, but you cannot walk to it from a membership list. After you synchronised the iPad and the computer, then you can move the images from one folder to another folder if you want to. That is like walking from your house to the restaurant. You cannot 'move' images between folders and collections however.
The confusion here is that Adobe uses the word 'folder' for something else on the iPad. A folder in Lightroom on the iPad is not a physical storage place, but a set of collections (called 'albums').
