I've been seeing an issue on LrC 12.3 on Mac where the folder that is currently being imported isn't updating at all or the count is incorrect. The Previous Import folder at the top is correct.
In the screenshot, I've already imported from two cameras and have 211 images in that folder (ie. 170 of 211 in the filmstrip). However, when you look in the folder under collections side bar, it is only saying there is 1 image in that folder. So there is a discrepancy with the count displayed in the two different places.
Previously, and probably more often, I've had the situation where I had imported from a card and am happily working away with the filmstrip to discover that there is no new collection folder with the current date. So I might navigate to a different folder and then can't come back to the most recent folder because it isn't there. So the folders aren't being updated.
Quitting and restarting LrC works. So there is an occasional bug where the folder collections are not being refreshed properly.

Try deleting the Helper.lrdata folder:
a) Do Catalog Settings > General > Show to open Finder / File Explorer on the current catalog folder.
b) Exit LR.
c) In that folder, delete the folder "<catalog> Helper.lrdata".
d) Restart LR, and it will rebuild the folder.
The Helper.lrdata folder caches information about metadata, keywords, folders, collections, and other things to speed the performance of LR and it can sometimes get corrupted. In recent versions, LR has used it more heavily to improve the speed of displaying metadata, and there have been a fair number of bugs with it.

You just have to quit and restart LrC and it (temporarily) resolves the problem.
It doesn't happen every time, so it's a tricky bug to repeat.
The question would be if this is deleted, how long does it take before the issue returns? But as you say there are bugs associated with this mechanism.
