For the Tone Curve, what specifically is the problem?

For the Radial Mask, I see no pin, have you mouse clicked and dragged to place the brush? Does not appear so.

For Tone Curve-  Change to ALL COLOR CHANNELS button.

Curve then adjusts all RGB  (Exposure)

For Brush adjustment-  Turn on the Overlay to see the area you brush.

Also your brush adjustments (Black +39  White +42  ) are barely visible on the image.
