Does LR 11.4 still need Full Disk Access on Mac OS?

Was the LR 11.4 installer fixed to eliminate the need for Mac users to grant Full Disk Access?

I've never had an issue with the installer needing this, at least when installing though ACC. The installed app, first time around yes. Is this an issue with some kind of 'manual' install of this product?
