Enhance Details alone gives you an enhanced DNG copy that has the same pixel dimensions as the original. The detail enhancement works best if the original is already properly focused and sharp. The resulting file size is somewhat bigger than the original.
Super Resolution gives you a DNG copy that is double the pixel dimensions as the original, or four times the total number of pixels. The resulting file size is many times the original (like, really huge), so Super Resolution should be used only when you have a real need for a very large print or an extreme crop, or your original has smaller pixel dimensions than you need.

To clarify for the OP (after my last post), Super Resolution can be used on non-raw data, that is, TIFFs, JPEGs etc:

Super Resolution, introduced in Camera Raw 13.2, helps create an enhanced image with similar results as Raw Details but with 2x the linear resolution. This means that the enhanced image will have 2x the width and 2x the height of the original image, or 4x the total pixel count. This feature supports the same file types as Raw Details, plus additional file types such as JPEG and TIFF. Super Resolution is especially useful to increase the resolution of a cropped image.
