I can't find any previous reported occurrences of that error message. Some initial troubleshooting steps:
1. Try resetting LR's preferences:
LR sometimes soils its preferences file, and resetting it can fix all sorts of wonky behavior. That article explains how to restore the old preferences if resetting doesn't help.
2. Make sure you've granted Full Disk Access to LR, as described here:
3. Temporarily disable each plugin. To do that, do File > Plug-in Manager, select each plugin in turn, and in the right column, scroll down to the Status panel and click Disable. Then restart LR.
