Problem solved
I updated the latest version Microsoft visual c++ from Microsoft.com

When the problem still there, you need to delete those file then download the latest version (from dll-files.com) to replace.
1. C:\Windows\System32\concrt140.dll
2. C:\Windows\System32\msvcp140_codecvt_ids.dll

Hi there,
We're sorry about the trouble. Could you please try to update the Lightroom Classic and check if that makes any difference?
Is it possible, if you could share the screenshot of the issue which you are seeing on the screen? We're here to help. Just need some info.
Please take a look at the following article and check if that helps: https://helpx.adobe.com/in/lightroom-classic/kb/error---unexpected-error-opening-catalog--occurs-in-...
