All of my external editors, including Photoshop, are grayed out on the "Edit In" dropdown menu.  I have deleted and reinstalled LrC, added the plugins under Preferences, and still no luck.

Is the image you're working from there.. as in it's not missing?

The most common cause for this is like @SeanMcCormack suggested: the image is 'missing', for example because it's on an external disk that is not connected. If you have smart previews, then you will not see the dreaded exclamation point for missing images and you will be able to edit the image in Lightroom Classic, but Lightroom Classic does need the original to send it to Photoshop or another external editor.
